FOUNDATION DAY
62ND Foundation Day of Bharat Scouts and Guides was celebrated as
Flag Day on 7th November 2012. The Delegation of Bharat Scouts and
Guides lead by Shri Rameshwar Thakur, President Bharat Scouts and
Guides and Shri L.M. Jain, National Commissioner called on the
President of India and Vice President of India and presented them Flag
Stickers. Scouts and Guides along with leaders called on the
Government and Public leaders at state and district capitals. Special
progrmmes were organized on the occasion.
NATIONAL COUNCIL MEETING
The 62nd National Council Meeting of Bharat Scouts and Guides was
held on 19th November, 2012 at the Conference Hall of Bharat Scouts
and Guides, National Headquarters, New Delhi. Shri Rameshwar
Thakur, President of Bharat Scouts and Guides presided over the
meeting. The council adopted the Annual Report and Audited
Statements of Accounts for 2011-12.
TRIBAL - GRAMEEN SCOUT, GUIDE, ROVER, RANGER MEET
National level Tribal /Grameen Scout, Guide, Rover Ranger Meet was
held at Kanker, Chhattisgarh from 18th to 22nd November, 2012. 710
participants from 8 states of Bharat Scouts and Guides participated in
the meet.
YOUTH FORUM 
Youth Forum for Western Region was held at State Training Centre,
Bhore, Pune, Maharashtra from 26th to 30th November, 2012. 95
participants and staff members from Chhattisgarh, Goa, Madhya
Pradesh, Maharashtra and Rajasthan participated in the Youth Forum.
CUB BULBUL UTSAV
Cub Bulbul Utsav for Southern Region was held at Shankar Park
Seshanchavadi, Salem, Tamilnadu from 21st to 25th November, 2012.
112 Cubs, Bulbuls and their leaders from Karnataka, Southern
Railways and Tamilnadu states participated.
Cub Bulbul Utsav for Northern Region was held at State Headquarters,
Punjab, Chandigarh from 19th to 23rd November, 2012. 136 Cubs,
Bulbuls and their leaders from Haryana, Jammu & Kashmir, Punjab and
Uttar Pradesh state participated.
ADULT LEADER TRAINING COURSES
Pioneering cum estimation course was held at National Youth Complex,
Gadpuri from 19th to 23rd November, 2012. 42 participants from 16
state associations participated.
Re-Orientation Course for Trainers (Scout & Guide) – Re-orientation
course for Trainers of Scout and Guide wings were organized at
National Youth Complex, Gadpuri from 24th to 28th November 2012.
28 Trainers from Scout wing and 12 Trainers from Guide Wing
participated in the Course.
Himalaya Wood Badge for Scout section was held at National Youth
Complex from 21st to 28th November, 2012 .42 Unit Leaders from
Northern Regional States participated. Himalaya Wood Badge course
for Guide section was held from 22nd to 28th November, 2012. 18 Unit
Leaders from northern and Northeastern Regions participated.

Dear Sir/Madam,

Greetings & Best wishes from the National Headquarters, New Delhi, India.

            A day of thought, action and sharing is coming closer like every year. This year also let us   celebrate the Joint Birthday of Lord & Lady Baden Powell on 22nd February 2013 with more commitment.

            Each year on 22 February, Girl Guides and Girl Scouts all over the world celebrate World Thinking Day (WTD). This is a special day when Girl Guides and Girl Scouts think to each other and give thanks and appreciation for the International friendship they find in our Movement.

            The World Thinking Day Theme for 2013 is based on Millennium Development Goals (MDG) “Together we can save children’s lives” and “Every mother’s life and health is precious”. The aim is to reduce child mortality and improve maternal healths which are closely linked and both are key issues affecting girls and young women around the world.

            Around the world, 7.6 million children and 287,000 mothers’ die each year. This situation can, and must, be changed. Our aim is to raise awareness of the issues, providing opportunities for Girl Guides and Girl Scouts to learn how to take care of their health and to stand up for the rights of girls and young women. Together, the 10 million Girl Guides and Girl Scouts in our international Movement can help ensure that every child and every woman has the best possible chance of living a long and healthy life.
                                                   

            World Thinking Day is a way for girls and young women to learn about life for their peers in other countries and to explore the similarities and differences in the Girl Guide and Girl Scout experience across the globe.

            This year the activities have been earmarked into MDG theme No. 4 & 5:-

  1. Have a long-term plan, practical and beneficial impact on the communities in which our members live.
  2. Help girls’ voices be heard internationally, delivers leadership training to young women and gives support for Girl Guide and Girl Scouts organizations around the world.

            WAGGGS works to ensure that Girl Guides and Girl Scouts everywhere are able to act as agents of change within their communities, finding ways to address all of these issues. We believe in empowering girls through a three step process of belonging, leadership and advocacy. With your help to raise much needed funds through World Thinking Day, WAGGGS will continue to develop Girl Guiding and Girl Scouting across the world and make this possible.

            WAGGGS is encouraging its members to start planning themed events in their communities in time for 22 February 2013, which is the traditional World Thinking Day.

            For further information for World Thinking Day (WTD) 2013, you may visit websitewww.worldthinkingdat.org or E-mail wtd@wagggsworld.org   Here you will find a variety of resources to help to prepare and celebrate. The website also has pages on which girls and leaders can have their say, propose programme ideas and give fund raising suggestions.

            Therefore a small token of appreciation of your support will be highly appreciated. The fund collected will be sent to WAGGGS.

            To make the Celebration enjoyable and memorable, States may organize different programme, talks, discussions etc on MDG themes.
                    
            We would request all the State Associations to promote the Thinking Day activities in their local area/ Units/ Schools/ Community and send the reports along with action photographs to Bharat Scouts & Guides, National Headquarters, New Delhi.

            Thinking Day Fund should be sent in the name of the Director, Bharat Scouts & Guides, National Headquarters, New Delhi for onward transmission to WAGGGS.

    Please inform to all near and dear Rovers and Rangers of your VICINITY that the National Headquarters is planning to organise a National Level Youth Forum during may 2013 on the theme EMPOWERING GIRLS WILL CHANGE OUR WORLD in which we can inculcate our youth the challenges a women faced in her life due to the fact that she is a woman and make aware our youth specially the Rovers in today’s critical situation where women are molested etc by way of various activity through youth forum.
NHQ invites the applications of Rovers and Rangers to be in the planning team for this youth forum. For details you may see NHQ CICULAR NO.09/2013 dt. 29.01. 2013.

          NATIONALTASK FORCE.

Dear Sir/Madam,

            Your kind attention is drawn towards National Headquarters Circular No. 118 dated 20.12.2012.

            In par with Millennium Development Goals (MDG), one Youth Forum for Rovers and Rangers is being planned to be conducted at the National level during 2013 on the theme “Empowering Girls will change our world “and “together we can change our world” in which we can inculcate our youth the challenges a women faced in her life due to the fact that she is a woman and make aware our youth specially the Rovers in today’s critical situation where women are molested etc by way of various activity through Youth forum based on discussions, debate, extempore speech and other educational value based activity and work on for introduction of Global Action Theme (GAT) Badge Curriculum in Bharat Scouts & Guides as a whole.

            In regard to above planning, we had  requested the State Associations to select 02 ( Two ) best Rovers & Rangers each from their respective States who possess the criteria as circulated in the cited circular and recommend the names to the National Headquarters. But very few states had responded so far and recommended the list of their best and capable Rovers and Rangers.

            You are once again requested to kindly refer NHQ. Circular No. 118 dated 20.12.2012 and recommend the names of 02 (Two) best Rovers and Rangers each from your State Associations so as to reach National Headquarters latest by 20.02.3013 positively. The States who had already recommended the names may kindly be ignored.

            We solicit your whole hearted co-operation in this regard please.

  2. Dear Sir, In this regard, it is for your information that after completing PMSC Competition at District/Division then State, the PMSC Log-Book will be forwarded to NHQ BS&G for National Level Section.

    Finally selected/ winner will be called by the NHQ BS&G to receive National Certificate of PMSC. The Dates and Place of PMSC Rally will be decided by the National Headquarter of BS&G in consultation with Youth Affair Ministry Government of India.

We are pleased to inform you that National Scout Organization of Thailand in cooperation with ASEAN Scout Association for Regional cooperation (ASARC) will be organizing 4th ASEAN Scout Jamboree to promote ASEAN Community towards the year 2015 and to introduce the various ASEAN culture thoroughly to the world.

Participants are requested to bring, two set of correct and complete Scout Uniform as per APRO Part-II, III, NSO Flag, National Flag, C.D. of National Anthem, Compass, Sleeping Bag, Toiletries, Rain Coat, Personal medicine, Flashlight, National Costume to present cultural programme, material for exhibition and other necessary personal belongings.
